At the GS-12: The incumbent serves in a developmental capacity. Key functions will be similar to those described at the full performance level of the target position. During the developmental assignment, the full performance range and level of selected functions will not be completed delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.
At the GS-13: Coordinates and keeps abreast of the status of ongoing MSHA administrative and management activities and status of various projects and task forces in the major program areas by daily contact with key officials in these program areas. Provides current priorities and information to these key program and administrative officials for the Assistant Secretary, and provides status information back to the Office. Develops comprehensive plans and strategies for the internal and external integration of day-to- day and long-range projects, actions, and activities. Provides effective methods to resolve problems, answer questions, correct deficiencies, and evaluate support to management. Manages the operational schedule of the Assistant Secretary. Develops and maintains the long range calendar. Exercises control over the appointments with authority for commitment of time. Forecasts potential requirements, de-conflicts problems, and plans and projects time for historically recurring requirements. Researches and coordinates with staff elements in order to depict executive level travel, major events, and social activities. Receives, screens, and answers telephonic and personal visitors/requests. Works closely with other elements of the OAS staff, and points of contact in scheduling and coordinating all visits, meetings, and itineraries. Declines appointments and activities in conflict with other engagements, and as necessary, arranges for a substitute to represent the Assistant Secretary. Plans, schedules, and directs arrangements for activities hosted by the Assistant Secretary. Tasks specific staff and organizational elements responsible for researching, developing, and preparing documents, position papers, and briefings for the use in meetings, briefings, and social functions. Anticipates, researches, and adds necessary background information to correspondence for OAS management’s attention. Reviews and identifies correspondence prior to submission for signature to assure it is prepared in accordance with applicable regulations and policies. Composes and prepares correspondence using correct format, spelling, and grammar; types a variety of other materials in final form from oral instructions. Receives and reads incoming mail for OAS, makes appropriate annotations and gathers needed, relevant materials as necessary. Establishes appropriate control systems and files for correspondence. Arranges for meetings with key officials within MSHA and/or with ad-hoc committees, or groups. Incumbent has access to the Department’s position on labor management issues.

For the GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is defined as maintaining executives' calendars and scheduling appointments; making travel arrangements; and reviewing correspondence for completeness, correctness, consistency, and grammatical accuracy, and proper coordination; and screening telephone calls and visitors, and responding to requests for information; assists with querying database and generate reports; and experience with Microsoft Outlook, Microsoft Office Suite and Travel Systems.
For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is defined as expert knowledge in communicating verbally and in writing, across programs and key administrative functions; collaborating with others, including senior officials, and use of mature judgment in order to recognize, evaluate, and analyze administrative problems and implement solutions or recommend suitable alternative; brief or advise persons outside the organization on views and current issues.
