This book examines the extent to which the public distribution system (PDS) in India has succeeded in providing essential commodities to the people living below poverty line. Taking the State of Uttar Pradesh as a case study, the book reviews the functioning of the delivery system beginning from the procurement of foodgrains by the government till their distribution to the beneficiaries of the PDS the constraints faced by Fair Price Shops, ’ and the in-built vices of the system line leakage of foodgrains from godowns, purchase of foodgrains from open market subsidy grabbed by the non-poor, and the corruption in the system. The role of Panchayati Raj Institutions in ensuring smooth delivery system for food security of the poor has also been analyzed.
