Does Wash sale rules apply across normal and retirement accounts?

I have a regular trading account at fidelity as well as Roth+traditional accounts in IRA. I wondered if wash sale rules of no purchase/sales 30 days prior and after the loss sale for tax loss harvesting.

Does purchasing the same/similar etf/stock in IRA under 30 days cancel a wash sale if the loss harvesting was done in a taxable brokerage.?

What happens with out-of-the-money put options if FRC is halted

I’m using FRC here because it’s happening now, but I’m curious just generally what happens when any stock where it’s halted for reason X. What happens to the both the out-of-the-money bought and sold put options?

Also, the same question but for call options.

Dividend Auto Reinvest?

Can anyone give me an idiot level explanation of the pros/cons of setting up a brokerage account with dividends set to reinvest? Is it the case that (in the US) I would have a tax liability for the dividends even if they were reinvested into the same stock/fund, and the gains were never realized (maybe wrong word)? Is the other option having dividends go to brokerage/settlement account and then I could reinvest that money in other funds?
