Summary

As a Human Resources Assistant, you will perform a variety of human resources functions integral to office operations, with emphasis on recruitment and placement, HR security operations, and New Employee Orientation preparation and assistance.

As a Human Resources Assistant, you will perform the following duties:

Analyzes and resolves a variety of human resource problems, questions, or situations within the office. Researches HR policies, procedures, and SOPs to perform a variety of HR support tasks (i.e., staffing, recruitment and pay). Presents problems of unusual difficulty to the supervisor or HR Specialist for discussion, advice or guidance. Checks the PAR mailbox daily for incoming new PARs. Inputs PAR actions in STAR database under appropriate HR Specialist. Pulls workload reports and PMT and other related reports for Branch Chief and supervisors within the Center. Assist in processing non-recruitment/non-pay personnel actions using HR Links. Resolves a variety of standard personnel issues related to pay, within-grade increases, service computation dates, accuracy of data on the SF-50 or e-OPF. Ensures Personnel Action Requests (PARs), job analyses and crediting plans and other accompanying documentation conform to OPM and GSA rules/SOPs and regulations. Assist in preparatory work for New Employee Orientation (NEO); responsible for E-Verify for new GSA employees; reviews paperwork from NEO to ensure they are completed properly; assists in recruitment activities by arranging for physical examinations and drug testing, prepares paperwork for and initiating security checks, making job offers, coordinating release dates and processing new hires. Responsible for validating I-9 forms through E-Verify and uploading the results into Monsters on-boarding system/database. Serves as the point of contact within the division for security investigation processing. Ensures candidates have the appropriate security forms, fingerprints and/or SF-75 information in accordance with HSPD-12 requirements for initiation of the security investigation/verification process. Initiates and assists prospective and current employees with the OPM electronic security e-QIP system. Provides procedural information and assistance to applicants and staff on personnel security matters and the proper completion of security forms. Coordinates with GSA Security Office to track the status of pending security clearances and initial access.

    The GS-07 salary range starts at $37,674 per year. Locality will be determined based on duty location.

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    SPECIALIZED EXPERIENCE:

    To qualify, you must have at least one year of specialized experience equivalent to the GS-06 level or higher in the Federal service. Specialized experience is experience gained in an administrative support or Human Resources support position and involved experience in two or more of the following areas: coding and processing personnel actions; reviewing employment forms/documents for accuracy; providing orientation to new employees and interpreting HR regulations and policies to provide guidance to customers regarding routine human resources program topics such as benefits.

    • Knowledge of, and skill in applying, HR rules, procedures, practices and operations sufficient to perform a wide variety of HR actions, special appointments and programs such as excepted service appointments and various Pathways Programs.
    • Ability to use online HR resources to obtain information accessible over the internet, as required.
    • Ability to plan, coordinate, develop facts and/or resolve support problems in an effective and efficient manner. Ability to communicate both orally and in writing with a diverse group of individuals.
    • Knowledge of GSA Credential and Identity Management system (GCIMS) User Manual for HR Points of Contact for Electronic Fingerprint Submission in order to sponsor new employees for their credentials and enable them to complete the process for their background security check.
