Why does the debt ceiling come up every year, Is the issue just being passed to future generations?

Forgive me as I don't fully understand the debt ceiling "crisis" that I feel like we hear about year after year with it ending in a last minute increase.

Can someone explain to me why every year it feels like we talk about the debt ceiling and how if it doesn't get raised all hell would break loose?

If we keep raising it isn't it eventually going to crack? Is this just being passed down to future Generations to deal with?
